  START (Shelter Transport Animal Rescue Team) is a 501c3 (non-profit) organization that rescues shelter animals from high kill shelters and relocates them to vetted rescue partners in the Pacific Northwest. Allison Wolf Bookkeeping was contracted in April 2014 with the terms of prepaid flat monthly fee of $1000 that included the bookkeeping of PayPal, m donations, Credit Card, Bank, Cash Flow Analysis, 1099s and cleanup for parts of 2013 and extending all the way back to 2012 for the corporate credit card. These services were to be detailed in monthly invoices, they were not. TOTAL PAID: ALLISON WOLF BOOKKEEPING 04/13/2014 thru 07/17/2015 21,700.00 As a result of Wolf's failure to perform services for which she was retained and compensated, an audit would reveal that START failed to maintains its books and that gross inconsistencies exist in the information. There are substantial risks to START if the 2014 or the upcoming 2015 990 were to be filed using that inaccurate information. The last 990 filed for START Rescue was 2013 filed on November 13, 2014. The 2014 has not been filed. Deadlines for file receipt to accountant have been ignored without any notification. This was prepaid. The 2015 990 will be filed approximately six weeks after the 2014 990 is filed. This was also prepaid. The lack of current filings of the 990 has prevented START from being the recipient of grants due to the fact there is no current 990 for the funders to review, As a federally regulated foundation, START Rescue looks unprofessional. The filing of the 2014 990 delay has also prevented START Rescue from filing the Registry of Charitable Trusts mandated by the Attorney General of California. Lack of filing the Registry of Charitable Trusts can result in a fine of $800. START Rescue is incurring double costs for the entire work for 2014 and 2015 because it is forced to retain another bookkeeper to redo and complete the work of Allison Wolf. Wolf did not perform the work and refuses to refund the money paid to her. 2014 and (soon to be) 2015 Financials are incomplete as there are suspense items and Journal Entries are incorrect. START Rescue was charged additional fees for creating 1099s though this service was included as part of the duties under the original contract. The Federal deadline of January 31, 2015 was missed, exposing START Rescue to IRS penalties. START's Independent contractors received their 1099’s in March 2015 nearly two months past the required deadline. In closing, Allison Wolf Bookkeeping: Pre-billed work, demanded and received payment for work not completed, acted in a fraudulent manner. Double billed items such as 1099’s when listed as part of contract. Dumped hundreds of items in Suspense or Journal entries, claiming the books are complete where they were not. Two years behind in bookkeeping of START Rescue that was paid in advance. Nearly two years behind in prep work for 990’s that was paid in advance. Back dated invoices with no detail. When confronted by counsel, Allison Wolf either ignored or feigned surprised at the accusations. When given the opportunity to make amends, there has been no remorse or action relative to correcting the situation.
